I mean, imei doesn't come back to the first state after the factorial reset

can you kindly please tell me that new security huawei phones, android 9 versions are supported for NETWORK UNLOCK? I dont want to activate pack 4 just for imei repair or frp

Yes, unlock and other service is supported for phones with Android 9 from this list
