Currently my z992 is not seen in the port section it comes up in portable device and adb interface section , when i use sigma or boot loader the both report device can not be found

Smart Card service is not running at current PC.
Try running Sigma Software as Administrator or use it at another PC.

In order to be able to detect phone by SigmaKey, phone requires to be connected in a FTM mode:
General procedure:
  1. Switch the device off.
  2. Press Volume Down and Power On buttons simultaneously until you see "FTM" message on the phone's screen.
Alternative way:

  2. Press Volume Down, End Call and Power On buttons simultaneously until you see "FTM" message on the phone's screen.

More likely that the unlock operation is getting performed improper.
Please double check manual on how to unlock ZTE Z992 phone model by following this link and run operation according to it.
In case any error appears, please post here full log file from the performed operation.
It would spread some light at your case.
