Use inferno uni tool latest version.

if u have bootloader open yeah you can unlock if not u just look on that phone.

My next question. does the device have to be Rooted?
The phones i get are at the very beginning of the start up screen. I am unable to enable adb mode through settings.

Find a way to enable adb and root on google

Yes phone need to be rooted to be able to unlock EE block

Hold bro we never say we give support for bootloader unlock/frp everything
In update thread clearly mentioned ( we dont give guide/support for bootloader unlock )
