I tried to read panasonic eluga a file but it show failed

I TRIED TO READ FILE SELECT TCL-8X12- BUT IT SHOW-

>>Operation:
1.Remove battery and insert battery back.
2.Press and hold 'VolumeUp' and 'VolumeDown' keys.
3.Please insert USB cable within 50 seconds.
Some phones need to use edl cable or special card slot.
>>Port Found[COM63].
>>Waiting for flash programmer to boot.
>>Status: 21 The device is not ready.

>>Get Partition Info Fail.

WHAT IS THIS PROBLEM, PLZ DO MORE WORK IN FILE READING, I HAVE ONE PANASONIC ELEUGA A DEAD, AND FROM OK SET I TRY TO READ FILE BUT NOT SUCESS, SINCE THIS SET FLASH IN DOS MODE WITH ADB PORT SO ONLY WAY TO READ FILE WITH QUALCOMM PORT AND THEN WRITE SO PLZ VOLCANO TEAM IN NEXT UPDATE GIVE SOLUTION OF PANASONIC ELEUGA A.
