You dont need licence for a dongle. Just install main setup and start using.
License is for 4se credits to use signature server.

I just got 4SE GPG dongle,
installed WinXP drivers for a smart card, reinstalled 4SE software
I can read info from the phone in testpoint mode as before w/o dongle
but when I try go to unlock mode I get this message

Login details are missing. Check server settings
STOPPED [0sec]

from what i understand maybe you are tiking the wrong tab for unlocking purpose go to tab UNLOCK not UNLOCK BY SIGNATURE because this last service is not working no more and will never be up again so forget about this tab maybe 4SE team will remove it in next update.
If you can post a screen shot maybe i can help you .

Hi, please download smartcard version of 4SE from Downloads - 4SE
The one you have is server based and requires an account for any operation

There is only one version in download section
http://www.4se.com/tool4SE_189.exe
I tried it and it does ask for license ID and password.
Can you please post full link to smart card version?

Just leave it blank in settings
Its for the Signature unlock only

That's what I did
How can I verify that the dongle is genuine and the software detects it?
I don't get any support from my reseller
