So these order id`s were for the same imei. The message you got was: please activate your phone with any uk sim card. It means that the phone is not activated, so you need to activate first, and then use unlocking service.

After you finally figured out that it needs to be activated with any uk sim card, you activated, and submitted to clean service, without checking if the phone is clean or not.
