Before submitting did you read the notification from the service you used?

It is this one:
IMPORTANT INFORMATIONS TO READ

Please check if the counter is not blocked before submitting. Phones with blocked counter can not be unlock by code.

1. Turn on phone with or without simcard
2. Type: *#*#7378423#*#*
3. Service info

You will see a new menu that looks like this:
[x] network 10
[] network subset 10
[] service provider 10
[] cororate 10
[] sim 0

If there is a 0 beside the category where a lock exists, then it means that your phone is hard locked and cannot be unlocked by code.
