Which JellyBean version 4.2.1? I haven't had any issues with this version and running the new 16 digit passcode, but I have heard that it doesn't always work. Ultimately, if it won't take it your only option is to downgrade.

I'm wondering whats gonna happen when this 4.3.1 version starts to be the norm. I miss the old days when the Samsung default always worked.

It is only on the latest firmware this seems to happen on...Perhaps you should post the modem firmware you have and we make a thread on it. The locked the needed folder so there is currently no way to change it to 0s...just program it and enjoy.
