Insert sim card with no active data plan
Skip wi-fi networks
In the next step when it says it can not connect to google servers go back to start and try again
Next eject that sim card and insert one with active data plan
Skip wi-fi and then it will go to the screen where you will be able to sign in with a Google Account as it was not FRP locked
