yes if bootloader is locked you can't downgrade...

"A locked bootloader is one that will only boot an OS that it "approves" of. This may mean that device's boot partition has an approved digital signature, or the carrier ID (CID) hard-coded into the OS matches a value hard-coded into the bootloader itself.

I HAVE THE SAME PROBLEM, I TEST ALL FIRMWARE AND OCTOPUS BOX AND Z3X, and same error INVALID SIM, I CANT FIND SOLUTION

ahh, then just root it, enable GCF using the service menu, and domestic unlock it using Z3X.
