Wipe data is no good, settings are stored is absolut folder. Did you change permissions in absolut folder before that?

4. Wipe data

if you not enable usb debug befor phone lock again return to step 3
Usualy I enable usb debug, commit rca key and phone lock again. That is not so bad.
7. Reboot in to the recovery
8. mount /data
9. run command
adb shell
echo access=1 >> /data/data/eu.chainfire.supersu/files/supersu.cfg
reboot
10. run next command
adb wait-for-devices shell su -c mount -o rw,remount /;chmod -R 0000 /persdata/absolute;reboot recovery
11. Wipe data
12. After wipe you will get never Absolute EE lock phone

Just an idea, maybe works maybe not, try use aroma file manager, when U are in recovery, if aroma works with root rights, you can access absolute, and delete what you wish. Just an idea.

Making agent folder inaccessible by deleting/messing with permissions it's the first thing people would try I guess

Unfortunately i don't have enough time to this grant permissions for USB !!!

But not good solution..becouse imei will change after erase efs and wrire cert..these phones are blacklisted by EE so will work..people need with out reset efs+imei for using outside country..i did not find any phones like this.so cant find solution..sorry..
