Here are STEPS:

Step 1
go to phone and dial *#197328640#

Step 2
Select [1] UMTS

Step 3
Select [1] Debug Screen

Step 4
Select [8] Phone control

Step 5
Select [6] Network Lock

Step 6
Select [3] PERSO SHA256 OFF
After choosing this option,you will see 'sha256_enable_flag [0]' and 'sha256_off=>not change'
Wait for 30 secs and then press 'Menu' Key (on the left to home key) You will see these options:

Key Input
Select
Help
and
Wifi

Select 'Back' and you will be in Network Lock page.

Step 7
Select [4] NW LOCK NV DATA INITIALLIZ
Wait for 1 minute and reboot your phone.

:)Your phone is permanently unlocked.:)

This will work 100% with Note 2 as they as Jelly Bean (Android 4.1.1).
Some Galaxy S3 might have issues so for that update software to android version 4.1.1 and use this steps..
