Question st21i Tipo - Emergency mode. Invalid sim. No network.

Main problem with this phone is just one and only:
There is no network.
Only emergency mode. Invalid sim.
When i try to manual register on network says:
Your SIM does not allow to be registered with this network.

But Phone before was not locked and used to work fine with all simcards.
By the way, phone does not asks for network code.
So just to be clear: It is not locked.
This happend after changing a few custom roms.

Things that are already done to solve this problem are:

-Flashed boot with Octoplus.
-Flashed firmware with SeTool2
-Flashed Firmware with Flashtool
-Flashed Firmware with Octoplus suite
-Repair TA with Octoplus suite

i am out of options.

btw,
I need to relock bootloader on Sony Tipo ST21i to be able to flash back to stock,
and everything that i find on net for this purpose is guide below,
but this guide doesn't seems to work with mine st21i. Error occured.

How to relock bootloader on ST21i ?

a) download latest XPERIA Flashtool from here
b) install it somewhere to you computer
c) download these file and and paste it to folder „Firmware“ included in the XPERIA Flashtool
d) open the Flashtool, click on Flash, mark relock ftf file and click on ok
e) turn off your phone, and when Flashtool shows pop up window, connect phone to PC with holding volume down button
f) after few seconds is your bootloader locked again, as a next step you have to update your firmware via Sony Update Service
