LG L70 ( MS323 ) insufficient storage available - GSM-Forum

The phone has 800MB available before hard reset and 1.4GB available afterwards. I've tried installing applications via the play store & clicking on the apk, I still got insufficient storage error msg. I even tried "adb shell pm set-install-location 2" and both install methods still failed, even after a factory reset the error persisted. Now i need to recover data from the phone but that requires root access and I can't install anything on the phone regarding root with this persistent storage message. Any ideas as to how I can root this phone L70 (ms323) or fix the issue ?
