i have recently faced this issue;
after creating a new apple id in itunes by installing a free app method with out a credit card and confirming apple verification link sent in your mail box, all goes ok. after signing in with ur apple id in verification page, you get confirmed. but when trying to athurized your id in itunes. it asks you to review your id. here is the problem; in review paged again you are aked for a credit card without any none option. is there any way reviewing without credit card?

no matter any region i choose still askes for credit card only.

above link is about how to creat a new id without a credit card. my problem comes up after the precedure explained in above link. in reviwing the id, itunes or appstore asks for credit card.

Solved;

I already manged to find the solution. it just seems that apple is too much eagre of your credit card.
after trying to athurized or sign in your new verified apple ID in itunes or Appstore, you are asked to Review your Apple ID.
just continue by clicking "Review"
your are now directed to a page to create a new id.( it seems that you are giong to create a new id from a begining, but just continue)
after you are in page that ask u a credit card without any "None" option. choose "paypal"
in the next page, you are asked for your paypal account info. you just select "redeem..."
in the next step you are again asked to review your account.
continue by choosing "review"
again the same steps starts. continue the precidure but now you come up with a "None" option.
you know what to do now. finish the page and you recieve "congratulation" " your apple Id is ready for shopping"

just waste of time...
