Motorola Nexus 6 Stuck on Bootloader

Hi i have this phone stuck on bootloader and i cant flash it because the bootloader is locked and i cant unlocked, i try to unlock with Nexus Root Toolkit v2.1.9 but phone is restart and turn off.
I try flash with RSD Lite but no hope again please help.

Every time i want to flash i get this error because of bootloader locked, i use latest firmware :

I dont know why it tell me device not found !!!
I Install all driver before, and i can get info in CMD.
Which driver i should install?



Device is Locked, I think first of all i should unlocked it but i cant, in CMD i enter this command :
' fastboot oem unlock '
But it say i should enable :
' Allow fastboot unlock ' in developer option.
