Motorola Photon Q ZERO IMEI/MEID please help

I got a new Photon Q from USA.
In settings it is showing both IMEI/MEID zero.
I tried QPST /CDMA workshop and may other tools.
But i unable to restore it.

Now i am trying QPST again.
In NV manager.
it gives error -
NvManager::writeToPhone( const string comPort, cont vector< NvItem > & nv Items, bool throwException ) - Unable to write 'NV_UE_IMEI_I' to the phone. (Parameter is write-protected and thus read only)

and wifi/bluetooth connecting but not receiving/sending any data.
I do not know now what to do.

I posted on XDA/HowardForum, but no one helping me.
Now i am here on GSM forum, please help me out.

Please note - I have original backup of NV items made by NV item reader/writer in TXT format, backup contain all original values like IMEI/MEID etc.

NV item reader/writer also failed to restore MEID/IMEI.

You can check Photon q Q/A,help section on XDA for my forum here.

Thanx in advance

Qpst

your mobile phone must be in ftm mode ( factory test mode ) so qpst can write.
search if your phone can go into ftm mode, if yes how. then try again.
