You have to do the following:

1-turn on the device and select our language
and press Start
2- then pressed in using Wi-FI
3-select our network and we give below
4-now we pressed on Privacy Settings
5-entered see the privacy policy motorola
6-pressed in any of the texts in sky
7-hold down 3 seconds or more to highlight the text will no bar to cut, copy, share and search we chose to seek
8-a selected see the search option and we write set appear as in the second image we give to configure
9-not headed to About Phone
10, we will build number and press to have permission
11 return to the previous menu and select programmer
12, activate the option Developer
13- And finally the usb debugging
14-connect the device to the PC and we will get a warning and tildamos Always allow from this computer
15- Now we unzip the downloaded file open the Moto Auto Flash Tool v6.6 By Jamesjerss folder
16- run the Moto Auto Flash Tool v6.6 By Jamesjerss file and leave us like in the picture, then we press any key
17-we choose option 6
18, option 2 and then waited a second and ready your device is unlocked

Other solution:

Try to follow this process for the model XTxxxx in 5.1.1 but although I got to the configuration,
to "build number" played 7 or 10 times and nothing .....
I think this phone user had locked and would not let developing mode.
The solution to circumvent the FRP 5.1.1 (patch 03/01/2016). I thought I would share while fighting
to find a way around for this model and see several different methods all over the web without result.
XT1506 tested but may work for other models.

Previous requirements:
Adb work environment.
Driver Installation.

1. Put the phone in Fastboot Mode (vol- and power button) and connect to the PC via USB.
2. Use vol down to scroll to 'QCOM' and select up to vol.
3. After restarting the phone, it re begins in the phone screen, and select OK.
4. Open command open ADB system, and enter the following code:
Code:

adb shell content insert --uri content: // settings / secure --bind name: s: user_setup_complete --bind value: s: 1

This should complete the setup wizard.

5. You now have full access to the configuration menu and backup and restore> Reset Data
Factory> Reset phone is no longer gray. Select the option, let the phone reboot
and now you can set the phone as new.
Select QCOM, it was what enabled the USB debugging.
