It does not depend from me

If you want to unlock your laptop you must have to pay / buy the password on this page: Laptop bios unlock because far is able to generate free passwords for your model.

So $ 65 is the only possibility at the moment

Unless you have a guarantee and proof of purchase a laptop then you can contact Dell Support - They're here to help

Dell does not support Iran's support and $ 20 are both in Iran and their repair.

But in Iran, to fix my problem, chipset, BIOS, chipset, BIOS changes, and I do not want to change

Do you offer a more affordable offering to give me the problem is resolved.

At Security Tab in Bios - change password using password that I gave you as old and leave blank for new password.
