This error means, that TDO is constant high and that some of JTAG wires are soldered incorrectly. Please carefully check soldering of all JTAG wires, do each of them as short as possible (max. 3-5 CM length) and try to connect phone again. Also please select "Voltage : Auto" or "Voltage : 1.7", 1.3 (1300) is to low for this device.

Also, You can try to install the latest version of old Medusa Software 2.6.1.2 (Medusa Box Downloads - Software, Drivers, Manual), select SHV-E370K from Software list and press "Help" button to look at JTAG pinout picture. Try to connect the phone using this Software and post here the result.
