i av tried to flash E460 witout success

What is exact state of the phone? Why did You decide to reflash it?

PHONE STUCK ON LG when power on

Please latest Software version, fully charge phone's battery and try to reflash the phone again. Try to write different firmwares.

If problem remains the same for all firmwares, which You have - most likely, this is HW problem (problem with eMMC flash chip).
