Try to make Repair NVM. If this will not help, try to write another firmware.

This is strange, that after writing firmware, network is not available - Write Firmware doesn't "touch" security and phone's/network settings. Maybe, your device had problems with network before or the written firmware is not suitable to this device. Try to read out QCN from the same device with active network and write it into your phone. Try to make Unlock, maybe device is locked. Try to use different SIM cards and check the network.
