LG G3 D855 service disabled [Solved]

i have LG G3 D855 which was working file but was counter locked, i tried direct unlock results service disable phone then tried to flash the latest from octopus site results same then repair the security repaired imei wrote original qcn file, phone still same with service disable, i changed the sims checked imei repaired nvm unlocked again same, flashed firmware from lg-firmware site then unlocked results same,
just want to ask question can octopus repair "service disable" phone ? phone was working now totally disabled

Please repeat "Unlock" operation with enabled "Skip Read/Write QCN during Unlock operation" option, then make Factory Reset, as it is prompted by Software.
When phone turns on, configure it, wait 2-5 minutes, then try to find and select Network manually.

after that factory reset and after setup waited for 10 minutes still service disable, no network found

Explain, what exactly You mean by "counter locked" and attach a photo of the phone, which displays this state.

I guess this one explain that state, like all locks closed as in sonyericsson phone.
