i have Lg L23 from AU.
I unlocked it successfuly but its still locked after the process.

any idea?

Please repeat "Unlock" operation with latest Software version.

What exactly You mean by still locked? Phone is requesting the code, or it is not obtaining network?

If phone is requesting Unlock Code after You've made Factory Reset, as "Unlock" operation ended - upload Security backup, which was created during the operation and post here download link. We will research the file.

If phone is not obtaining Network - write original QCN backup back into the phone and restart it. As phone turns on, wait 2-5 minutes, then try to find and select Network manually. Try to write QCN from the Support Area.

now its done by writing qcn file from support area
and got full signal but when i type 2945#*23# it give me (this phone is permanently locked and can not be unlocked ) but phone working now
