Hello.

The problem may be with your device, not with the "Unlock" operation. Try to write security backup "M250N_354945081138834_29-06-2018_12-39-10.EEP" back to the phone to return the device to it's previous state in which it was before unlocking, then preform "Read Codes" operation and enter necessary code to unlock the device. Then check network and post here the result.

Try write sec backup and not ask code ,read codes ok type 2945#*250# and mesage Your phone is not personalized code not input

So the problem not with "Unlock" operation or phone's security. What is the IMEI in your device by *#06#? Try to re-flash the phone and check network again. If the problem is the same, probably device has HW issue(s).
