I have here an LG ISAI V32 and it stuck on green screen!

please can i flash it without risk

To try to reset green screen, You should re-flash the device with the same (V20g) or higher firmware version. Writing lower firmware version (downgrading firmware) may lead to phone damage. Unfortunately, we don't have V20g or higher firmware version for this device model at the moment. Here is V10b firmware for You: https://mega.nz/#!JUtXALIS!sRFi9Dgy5...KcOWk-1jTvMxMU. Download the latest firmware of LG v32 from this link. The firmware is tested and well working as well.
