What do You mean exactly? What message appears on phone screen when You inster SIM card?

Besides, did You read Software manual attentive:

Open Hidden Menu
Remove SD and SIM cards from the phone;
Go to "Settings" -> "About phone" -> "Software information";
Click on Build number 5 times;
Enable USB debugging ("Settings" -> "Developer options" -> "USB Debugging");
Connect powered-on phone to PC via Micro USB Type-C cable;
Install necessary driver;
Click "Open Hidden Menu" button;
Follow software instructions (prompts).
Note: To unlock the phone, perform following steps:

Go to "IOT(CDG2)" -> "LTE Setting" -> "Operation Mode";
Select "Lab Network" option.
Note: To add APN, perform following steps:

Go to "IOT(CDG2)" -> "LTE Setting" -> "APN Setting";
Press and hold "Recent Apps / Settings" button, then select "New APN"
Note: To remove Hands Free Activation, perform following steps:

Go to "Set HFA Flag" -> "HFA On/Off Setting";
