I can not unlock F240K

It say

"check the usim card installed.call phone function is limited outgoing calls are only.-emergency calls only"

even before the unlock also say like this.

Could you pls advice me to unlock this set.

Hello.

Please, reflash the phone with another firmware, after repeat Unlock operation again. Post here full Software log.

in support there is no firmware v20.it has only v10Z 4.1.2

but set has 20J 4.4.2

Is there any other way to unlock this
