Mobile Broadband ME906V


Hello,
New to the board and hoping someone can point me in the right direction.
I recently bought a used dell venue pro 11 model 7139.
The previous owner added a Huawei ME906V mobile broadband card.
He states that after installing it, windows 8.1pro automatically loaded appropriate drivers and such and was able to get cellular data.
Upon the sale of the dell venue, he reset everything to factory settings.
Windows acknowledged the Huawei card but would not recognize the sim card presence. I am trying an active tmobile sim as he did.
I decided to try a firmware upgrade and used the below package to attempt it.
"me906eupdate_12.100.00.04.00"
The updater seeded to find the Huawei card and port. When it said it was "downloading programs" it then failed (stated download failed and gave an error message). The update wizard is M9615M and the error code is 19, Download failed.
So, in the process of this, i apparently lost the original firmware as the card is no longer active (i.e. i no longer have the option of turning on mobile broadband in "networks" via the charms bar in win8.1pro). I may be able to attache a couple images of device manager to show what it does see.
Is there any hope of recovering this card or do i need to purchase another and start from scratch? Any help would be greatly appreciated!
P.S. I did turn off windows firewall and Defender just to rule that out. I have no other antivirus program installed.

It seems you use the ME906E updator to update the firmware Huawei ME906V, i'm not sure it really works, but your experience proved it doesn't work. I suggest you search the driver for ME906V from google and download it to see if the card can be recovered.
