huawei E367 testing unlock method ( non custom firmware )

ps. some users after unlock report problem with low speed of modem so be carefull , use at own risk

Hello. I've tried the unlocker. when I try to run the exe file it says "unable to find a version of the runtime to run this application". What "runtime" are we talking about here? I've got m$ .NET framework 4.0 if that is what it means. Any help will be greatly appreciated as I am quite tired of using my old ****ty phone (EDGE) when I'm paying for a proper connection and have a (locked) Huawei e353 modem on my hands.
