First, HiLink is proprietary technology by Huawei. In ZTE, similar thing is called somehow different.
For HiLink E353 firmware, try to install the latest Huawei drivers first, then execute the following in browser: http://192.168.1.1/html/switchProjectMode.html .
Device should be temporarily (untill reboot) switched to normal modem mode, with COM ports available. After this, send AT^U2DIAG=0 command to PC UI port. After successful execution you will get a permanently switched device that is (potentially) ready to work with routers or anything that requires RAS mode functionality.
