Try to use spmeta mode.
Meta mode work only if nvram is ok in phone and was only imei damaged.

I have a same problem. IMEI repair doesn't work on an bluboo xtouch phone.

Here is the log:

Sorry, the phone is not same, but problem is yes, I can't write imei. I tried in meta, spmeta, flash, and adb mode. But it doesn't work

Problem solved. First flashed it, then the imei writing worked

Problem can be same, but can be from totally another reason
