If activation is not active, imei will not be summited.
If imei not summited, server will give :

Result: IMEI: xxxxxxxx status in server[NOT EXISTS].

Checking code after summiting is not related to activation.
Will work anyway.
This was maked for such cases, you summit imei and after your activation expire.
So you can check your summited imei even if activation not active.
But...if activation not active, imei will not be added in server.

If server give this :

Result: For check This phone need activation!.

This meen, if imei not added in server,no reson to spam server hoping in miracle.
Users what spam server instead of read server repply will be blocked.
