Hi
You have to partition your USB disk to GPT first, then burn MAC OS DMG file on it using Transmac on windows.

Follow the full guide on this link How to quickly make a Mac OS X bootable USB on Windows ? PUREinfoTech

Good luck

Hi
Is your HDD a brand new, you have to make it GPT also and format it as HFS+, just search on the net for formating HDD to MAC OS partition table.
It may be due to your OS image too, just download an other one with DMG extension and repeat the process of burning.
I'll try to find some direct links to guide you.

Hi

Here is a link to show you how to prepare your HDD for MAC OS system on windows machine.
How to Format a Disk to HFS Without a Mac | Chron.com

Could you share your MAC machine specifications ?
Type, model, production year....

Also, are you holding ALT button when booting your Mac, you should do it in order to install MAC OS from USB disk to your HDD Mac machine.

BR.
