iPhone 4S and RSIM 9 Pro won't pick a signal

Hi, a little help please.
I had an iPhone 4S locked on Verizon, on 7.1.2 and I was using it with an RSIM 9 Pro. When I first got it the activation was kinda hard, I had to find out that I had to choose US Verizon and 4SiOS6 instead of 7, so it would pick a signal. The phone did pick one and it was working fine. I sold it today and the buyer messaged me telling me they followed the steps but the phone is stuck at "No Service". Told them to do the procedure again through the SIM Applications menu, enter the IMSI manually, press Force2g on iRose, restart and everything and nothing will work. Like literally nothing. The phone is jb and I sent it to him with the patches and everything installed. Like I'm on a diff carrier and it worked flawlessly.

Can anyone help me and tell me what else I can do? So far he's tried everything, taking the RSIM out, restarting, iRose, putting it back in, everything. Still No Service.
