i try with RSIM 12 V 9.3 mode TMSI but cant fully unlock,carrier stil softbank but network can change, and hostpot not unlock,my phone is 5s. any solution ??

Set APN.
Go to settings - Mobile data - mobile data network
Scroll down to PERSONAL HOTSPOT. And enter only APN for you network provider..

yes i know the problem is celular data option not coming in the menu coz not fully unlock now
