Rpatchtool (free) only works till IOS 8.2
To put the phone working you need a 3G sim card or official paid patch.

I am use a iOS 9.1 and 3G sim. My problem is it no incoming calls and cellular data. OK? Pay for rsim, pay for patch and after this you no have, a support. Ha ha ha RGKNSE team is scammers and sell products without any guarantee. I'm confused.

Since you are in one 5S (i think) is easy downgrade to any firmware you want even if apple are not signing it.
You can downgrade to 8.2 (or other) and use irosetool or other to force 2G.
