The promisse is not.

But make it clear that SMS outgoing still does not work. Only when iOS 7.0.3 it's launched.

The big problem is to find the R-SIM in Brazil. On Mercado Livre (the eBay for Brazilians), only has the R-SIM 8 and R-SIM 8+. I don't know a oficial reseller here.
