I was able to unlock my iPhone X iOS 13.3 with RSIM15 by doing the TMSI Auto

1. Insert the SIM card along with the RSIM
2. Wait for pop-up
3. Choose ICCID Activation
4. TMSI Auto
5. Use the most recent ICCID: 8901 4104 2702 2598 7873
6. Accept

Do a restart and DO not perform the activation yet. Instead, what I did was I placed an Emergency Call to 112 (DO NOT END THE CALL) remove and reinsert the sim and you will be directed to Homescreen. You might lose a signal for few minutes but it should come back in few minutes. I can make and receive calls, I can send and receive SMS but 4G/LTE is not working. Data roaming is ON and even installed APN using a website. Still, it doesn't work. Any ideas?

First sorry for my basic inglish .
1 put your device in 2g mode.,turn off you wifi
2 put your sim without r-sim and and wait for signal.
3 put your rsim and sim card (normally show E) now change to 3g or LTE.

Brilliant! After trying half a dozen fixes yours is the only one that worked for me. Though it did kick me back to the activation screen three times in the few minutes afterwards it just resolved itself without me doing anything and it's been fine for a couple of days now. So I can't give you any help with your service snag but I hope it's fixed since you posted!

TMSI mode work for me with Rsim 12,GGPLTE and ideal II on iphone 7,8,X sprint ,At&t T-mobile ios 13.3 .
Call,incoming call,txt,LTE

Update: working sporadically, will sometimes go back to the iPhone activation screen and then I have to hold the phone at the emergency call screen and have someone call the phone while it's still on the emergency call screen, if the call connects then the rsim starts working again. I found that turning off the Find my iPhone setting seems to keep it connected better. Obviously there's something not working correctly but the store I bought the rsim from won't respond to my emails or phone calls. Super frustrating.

Just buy real permanent unlocks and charge more. If the owner has a $900 phone they can pay for real unlock.

Gee thanks, that's a super helpful suggestion. And actually, I have paid a "real" unlock service in my city and they were not able to get it to work either as the phone is carrier locked and it is very difficult to get a phone under contract unlocked.
