No, meta mode not work on flash mode.
Seems you really not have any idea about mtk phones, right?
meta mode, fastboot mode, flash mode, so on is phone connection modes.
And phone really can't be connected in 2 modes on same time

Open below link. Then download "support_access_New.rar". Then unzip it. Insert your nck dongle. Then run "support access". You will see Download Installers, just click on it. It will open NCK DONGLE main directory and you able to download any file.
