yeah,18.6 exe is wrong,18.5 working fine

If alcatel is supprted and listed by exe it can be unlocked by cable or by code calculator.
If your alcatel phone have mediateck chipset, you must use android mtk exe.
If your alcatel phone have spreadtrum chipset, you must use spreadtrum module.
If your alcatel have qualcom chipset, you must use qualcomm module.
Will be more easy if you will post also model name, only brand Alcatel, is very generic, alcatel have many models.
