This is not exe bug, this meen net framework is not installed in your pc.
This kind of windows errors, usually all know already.

This is common error displayed in windows on missing net framework and c++ runtime libraries .
I'am not know what exactly you have installed in your pc.
If you not belive me, use google and see.

hello today install the update of the nckdongle 2.5.8.2 and it does not initiate me only exit error 3 please I need help

well, if for all users work , and for you not work, problem is most posible with your pc.
Posible solution to solve this problem i'am explained above.

Most posible you talk about android mtk exe, right?
Open main module and perform card update.
