do you mean format with EDL cable ? procedure is same ?

Try next steps.
1 Try to boot phone in recovery and format from recovery(wipe)
2.Try to find and write phone firmware.
Some phones have prefilled userdata with some files.
Most posible can be also here same problem.

i flash the and phone is ok now like previous one.
previous phone also had same issue and also done with flash.
