programming on comminication between mobile phone and GSM operator - GSM-Forum

hi guys;

i`m java developer (also on web based n-tier programming) now
i want to develop a program that can control the comminicaton between mobile phone and GSM operator. (esspacialy at stand by time)

this program should inspect the comminication channel
(by this way i can show mobile phone is avaliable to GSM operator whenever i want), and meanwhile i want to control sim card

as u can see i haven`t enought knowledge
could anyone help me. where should i start. can i do it just by a java application or ... (and GSM protocols)

i need protocol information (mobile phone and base station) documatation
i couldn't find something on it

Try GSM 04.08 specification which can be downloaded for free from etsi website
