Question Ihone 5 Low Battery

Hi,
I have an Iphone 5 that won't turn on:
When I press the power button or connect it to the computer, it appears low battery.
I put it in DFU mode and restore it:
During the operation the Apple logo appears and The process is completed successfully.
But nothing changes. It stays showing low battery.
I measured the voltage of the battery which is equal to 3.98 volts.

what should I do?
