I Contacted Apple Support they said they will provide support with senior Engineer team and fix it but no one was able to fix my issue

Before year ago I have same problem and need wait few days. Reasons at the moment is it unreachable service from my country.

Or may be try to use older or new iOS. If remember last year with may be 9.2 have same problem with iPads and Apple emergency stop this release and after make changes to resolve thhat problem release same firmware

remove hdd . get gsx from any server and wifi mac adress.
