Check for hardware issues
Related errors: 1, 3, 10, 11, 12, 13, 14, 16, 20, 21, 23, 26, 27, 28, 29, 34, 35, 36, 37, 40, 1000, 1002, 1004, 1011, 1012, 1014, 1667, or 1669.

Try to restore your iOS device two more times while connected with a cable, computer, and network you know are good. Also, confirm your security software and settings are allowing communication between your device and update servers. If you still see the error message when you update or restore, contact Apple support.

It is mostly a hardware problem .

Follow up

Guys i will take over this project sense i bought the device.
I will double check how reflow was done.
Before anyone start point fingers at baseband ic they should check the power that comes to bb.
It is easy mislead inexperienced member to make more damage to the device.
As everyone knows it is hard to replace ic that is glued to the pcb.
Also everyone think that ic glued to prevent repair on the device ( glue designed to dissipate heat from ic to the motherboard and preventing bga losing contacts do to thin pcb with small pads spacing pitch on the ic while hot or cold temperatures.)
I will be straight forward and tell you that i am NOT pro at fixing such fragile devices. From my previous experience i have screw up two iphone 4s boards by trying replacing bb ic.
I keep proper temperature on hot air and still able damaged pads under bb ic's.
Thanks I will keep you posted.

Itunes restore error 1 do to hardware failure.

As I said i will follow on the progress.
Itunes restore error 1 do to hardware failure.
If iTunes can't identify IMEI your device will not be restored no matter what you will try.
Reason is: when itunes doing restore to the device Itunes will need IMEI of the device to put proper firmware and restrictions to the device per carrier.
If baseband IC or circuit not operational Itunes does not know what firmware put on the device and will fail at 60 + - %.
Before any of you even thing about touching or messing with baseband IC's please think 2s before you do this.
Always check power driver before even opening EMI shield over baseband circuit.
In my case it was U2_RF PM8018-0 IC that fail.
More or less this RF Power IC does not have epoxy and may fail do to temperature. Device like this can fail because of small pitch between pins under BGA. Heat and cold warped the pcb just enough to break the connection under IC.

PS.
If you think replacing Baseband IC think 2s... if you get baseband from Alibaba that is new and sealed and later on tring to restore your Iphone with iTunes you will fail!! Fail because IMEI on new basebend IC not registered with Itunes database. Itunes will reject unknown IMEI.
Thanks and good luck to you all.

Please open schematic for iphone 5C locate power IC for baseband circuits and check voltages. More or less i bet baseband power circuits ic need to be reball or replaced.
