replace gpp chip to R12 activate phone where phone service is lock and edit iccid ,

this problem occur @ ios 11.x.x or so on...

Before you fix your iphone 5s unable activate, you need to do something as following:
1. Sure your iPhone's battery is charged enough to run the phone.
2. If you can't restart your iPhone, you can reset it. You can hold down the on/off button and Home button at the same time for at least 10 seconds to wait and let the phone start up.
3. Plug in the iPhone's USB cable to the Lightning/Dock Connector port, but not into your computer, this will open iTunes, put the iPhone into recovery mode, and let you completely restore the iPhone, make sure you’ve the latest version of iTunes installed and connect your iOS device to the computer.
