This might be lost or stolen, needed previous apple id..

right after restore itunes should say you that "this iphone has been lost please call me"

It's got anti theft lock only originally owner can activate

from the screenshot, the last apple id that signed in before restore started with letter "z". look for the owner

if carrier locked only pay web services like iphoneox dot com but activation locked it should be only support dot apple dot com
