Ipad Mini 2 Hardware Bypassed Can't be restored


HI!
i bought an IPAD MINI 2 16gb which is cellular but it's icloud locked and HARDWAR BYPASSED mean it's unlocked but with no cellular
but now the ipad is turned OFF and can't be restored
the screen is alays OFF and when i plug it with itunes it sayd IPAD should be restored when i press restore i got error !

Did you download and selected Wifi ipsw or just pressed restore?
